Decision matrix
| Question | Claude Code | Codex |
|---|---|---|
| Surfaces | Terminal, IDE, web, mobile, and documented integrations | App, CLI, and ChatGPT-connected workflows |
| Billing shape | Included plan usage or API-token billing by sign-in | Included allowance, credits, or API pricing by sign-in/workspace |
| Automation | Headless and Agent SDK workflows | CLI and workspace automation |
Choose by your control plane
Choose Claude Code when Anthropic account controls and its terminal/IDE or Agent SDK path fit your team. Choose Codex when ChatGPT workspace governance and OpenAI workflows fit better. Neither is a universal winner.
